In order to execute its mandate effectively, the Ministry is often required to identify areas in which aspects of its portfolio regulation that will require the promulgation of legislation. In carrying out its work, the Ministry seeks to ensure that a favourable and friendly environment is maintained for business, as well as industry monitoring and regulation.

Proposed legislation includes the Electronic Transactions Act, the Post Office Bill etc. A committee has been set up to begin drafting a Cyber Crimes Bill to deal with Internet-related offences. The proposed Cyber Crime legislation will be crucial to the proper functioning of the Electronic Transaction Act.

The objectives of the project are to increase productivity, diversify exports, and create employment in order to accelerate economic and social development. The purpose is to increase ICT use in the public and private sectors through well-targeted intervention.
