Permanent Secretary - Hillary J. Stuart-Alexander
Hillary
Stuart-Alexander brings a wealth of experience to the
Ministry of Energy and Mining, having spent over 13
years with Jamaica Commodity Trading Company Ltd. (JCTCL)
– a statutory institution responsible for procuring a
range of goods on the international market for
distribution locally.
She relinquished her post of General Manager of the
Marketing Division of the JCTCL to join the Ministry of
Finance in 2001as the Director of Corporate Services.
In 2002, Mrs. Alexander moved to the Cabinet Office to
work with the fledgling Public Sector Reform programme.
Following extensive consultations and partnerships with
ministries, agencies and key sectors, Mrs. Alexander was
able to create the Public Sector Modernisation strategy
“Government at Your Service” – which sets out the GOJ
reform agenda to the year 2012.
From July 2005 to March 2007, Mrs. Alexander served as
the Principal Director, Administration (Information
Systems) and Special Projects in the Cabinet Office
where she managed several task forces including the
energy taskforce.
Mrs. Alexander has played a pivotal role in the
coordination of activities to improve the management of
the financial and human resources at the Office of the
Cabinet (OoC), where she spearheaded the restructuring
of the information and technology resources in order to
maximize efficiency and client services.
As the head of the Public Sector Modernisation Division
in the Office of the Cabinet (OoC), Mrs. Alexander, was
fundamental in modernizing the Ministries of Education
and National Security, the Passport and Immigration
services as well as several strategic Government to
Government partnerships with the European Union (EU) and
budget support programmes, advancing the Programme for
Development Effectiveness (PRODEV) and securing IDB
Partnerships.
She also played a decisive role in the finalization of
several policies to support the achievement of the
Medium Term Action Plan (MTAP). These include: the
development of Approval and Food safety One Stop Shops,
the Cabinet Office Modernisation Plan and the
Accountability Framework for Permanent Secretaries for
Permanent Secretaries, Heads of Departments and Chief
Executive Officers.
Mrs. Alexander was instrumental in the management for
results programme thereby strengthening government
accountability, project prioritization and improving
performance management and evaluation at the
institutional and customer service levels.
With a proven track record of results, Mrs. Alexander
worked at the Cabinet Office until August 2009 when she
joined the Ministry of Energy and Mining as Permanent
Secretary.
The holder of a Bachelor of Science degree in Management
Studies and a Master of Arts in Communication (Social
and Behaviour Change), Mrs. Alexander is an experienced
civil servant and business manager, who values honesty,
integrity and efficiency.
